Underground utility communications facilities shall include all facilities in which the cables, ducts, conduits and conductors are located primarily below ground within the public right of way or a utility easement. They shall not include facilities which are primarily above ground cable, conduit or conductors, and which are not located in an underground utility easement as of the effective date of this chapter. Such underground utility communications facilities also include appurtenances located above the surface of the ground, such as transformers, amplifiers, junction boxes, pedestals and similar equipment.
