(a) No person shall open or connect with a fire hydrant for the purpose of obtaining water therefrom, without first obtaining a permit to make such opening or connection from the Service Director.
(b) Equipment and wrenches furnished by the City shall be used in making such opening or connection and shall be returned promptly to the City.
(c) Upon obtaining a permit to open or connect to a fire hydrant, the applicant for such permit shall deposit with the Service Director the sum of one hundred dollars ($100.00) which deposit shall assure payment to the City in the amount of fifteen dollars ($15.00) per day for each day applicant shall open or connect to a fire hydrant.
(d) Any opening or connection shall not continue for a period longer than thirty days unless the applicant first obtains an extension of the then current permit from the Service Director. Upon obtaining an extension the applicant shall pay in full all charges at a rate of fifteen dollars ($15.00) per day which are then due. Applicant shall further pay an additional one hundred dollars ($100.00) deposit which shall be used to pay the aforesaid daily rate for the extension period.
(e) When the opening to a fire hydrant is closed or the connection is discontinued within the permit period and the applicant has an unused balance with respect to the deposit already paid to the City, then the City shall return to the applicant the aforesaid balance of applicant's deposit.
