The Mayor, prior to conveying to the State of Ohio Department of Transportation (ODOT), or any other state agency with jurisdiction over state limited access highways, the City's consent to any curb cut onto a limited access highway located within the City, shall consult with and obtain the consent of Council for such proposed curb cut. The City shall not give its consent to any such proposed curb cut unless Council shall, by a majority vote of its members, approve of the proposed curb cut at a regular or special meeting of Council.
