The owner or operator of each adult entertainment business shall, at all times when the business is open for business, permit access to the Director of Public Safety, or his designee, and to the Police Department, Building Department and Health Department, for the purpose of periodically inspecting the adult entertainment business premises for compliance with the provisions of this Chapter.
