(a) No person shall deliver or cause to be delivered, or accept delivery of, any goods or merchandise to or at a commercial establishment within 250 feet of a residential building between the hours of 9:00 p.m. and 7:30 a.m.
(b) No person, while waiting to make or receive deliveries at a commercial establishment shall permit the engine of a motor vehicle, if it is located within 250 feet of a residential building, to remain running for any length of time between 9:00 p.m. and 7:30 a.m.
(c) Every owner and tenant of a commercial establishment located within 250 feet of a residential building shall post, or cause to be posted, a sign or signs stating “No Deliveries or Pick-ups or Running of Engines Between 9:00 p.m. and 7:30 a.m.”. A sign or signs shall be posted on the building of the commercial establishment where deliveries or pick-ups are made and/or where trash is removed.
