The purpose of this chapter is to protect the health, safety and welfare of persons residing in residential areas who live adjacent or contiguous to commercial establishments where delivery of goods is carried on at all hours of the day and night. It is not the purpose of this chapter to prevent all deliveries, but simply to regulate times when deliveries may be made, recognizing and balancing the necessity of the delivery of goods to commercial establishments and the rights of the residents of the City to lead lives free from noise and clamor at hours which are normally used for sleep.
