(a) Every person, firm, co-partnership, association or corporation engaged in the retail sale of gasoline to the general public shall maintain at least one pump station within the place of business which is designated as a pump station wherein gasoline will be dispensed to handicapped drivers by an employee of the gasoline service station. Such designated pump station shall have prominently placed a sign visible from the street which shall read "Handicapped Service Here - State Permit Required." The sign shall also contain, in smaller readable print, "Honk Horn and Flash Lights for Service."
(b) In no event, shall any person, firm, co-partnership, association or corporation governed by subsection (a) hereof charge a handicapped driver utilizing the service under this section an amount in excess of that charged by the gasoline service station for self-service dispensing pumps.
