The owners and/or operators of a self-service auto wash shall have placed on the premises of such business a coin changer which shall in addition to making change for coins shall change dollar bills for coins. Such coin changer shall be maintained and operable at all times that the self-service auto wash is open for business. In the area of the coin changer, there shall be a sign which prominently displays the name and telephone number of a responsible person who is designated as either the owner or operator of such business establishment. The owner or operator, or his designee, shall be available by phone at all times that the self-service auto wash is open for business. Any owner or operator who fails to comply with the provisions of this section shall be subject to the penalty provisions in Section 729.99.
