No persons shall rent or license to any individual or any group of individuals, or permit to be used by any individual or group of individuals any hall, building, room, yard, lot or grove to be used by any proprietor or his agent, of a traveling public show or carnival in the City until such person files with the Safety Director a written or printed application at least thirty days prior to the event setting forth the full name of the sponsoring organization and the name of a responsible individual who will be available twenty-four hours a day during the time that the traveling public show or carnival is operating or is physically present within the Municipal boundaries of the City. The applicant shall pay to the City one hundred dollars ($100.00) to be deposited in the General Fund, before the permit is issued, and shall also deposit with the City an additional five hundred dollars ($500.00) to cover any cost for services rendered by any department of the City.
