(a) A nonrefundable fee of twenty dollars ($20.00) shall be paid to the City by all commercial subscribers and users for each permit issued as provided herein, to cover administrative costs. This fee is the total permit fee charge for the first calendar year or part of the first calendar year for all subscribers or users of local alarm systems, central alarm station systems, or other authorized systems other than those connected to the police emergency alarm panel. This fee constitutes the total permit fee charge for the first month or part of the first month for all subscribers or users connected to the police emergency panel.
(b) A nonrefundable fee of five dollars ($5.00) shall be paid to the City by private or residential subscribers or users as provided herein, to cover administrative costs except as to the fees. All other provisions of subsection (a) hereof shall apply to private or residential subscribers or users.
(c) An annual nonrefundable renewal fee of ten dollars ($10.00) shall be assessed to commercial subscribers or users of local alarm systems, central alarm station systems or other authorized systems other than those connected to the police emergency panel. The annual nonrefundable renewal fee for private or residential subscribers or users shall be three dollars ($3.00). This fee shall be invoiced for the first January of the first year following the issuance of the permit and the first day of each January thereafter as long as the permit is in effect. Any charges which remain unpaid thirty days after the date of invoice shall result in cancellation of the permit.
(d) There shall be a monthly fee of ten dollars ($10.00) assessed to the subscriber or user connected to the emergency alarm panel in the Police Division. This fee shall be invoiced for the first day of the first month following the issuance of the permit and the first day of each month thereafter as long as the permit is in effect. No part of this fee is refundable. Any charges which remain unpaid thirty days after date of invoice shall result in cancellation of the permit.
(e) All permits for all alarms systems for all subscribers and users are nonrefundable.
(f) The subscriber or user of any alarm system which is in operation without a permit will have thirty days from the date of the first real or false alarm answered by the Police Division to obtain a permit, upon notification by the City of the permit requirement.
(g) Continued operation of any alarm system beyond the thirty days without a permit and after notification is in violation of this chapter.
