(a) Any police officer may remove and/or impound any shopping cart which is unattended and has been abandoned on public grounds, and/or on the right of way of public sidewalks and public streets.
(b) Any person desiring to redeem an impounded shopping cart must present to the Police Division proof of right to possession and pay storage charges at the rate of fifty cents (50¢) per day with a minimum storage charge of fifteen dollars ($15.00). The City shall dispose of the shopping cart after a thirty-day period, as provided by law.
