(a) No person shall donate, deposit, or otherwise place any goods or materials on any sidewalk area, parking area, yard area, or otherwise outside of the building of a secondhand dealer, as that business is defined and regulated in Chapter 755 of the Business Regulation Code.
(b) Whoever violates this section shall be guilty of a minor misdemeanor.
