(a) No person, being the owner or occupant of property within the City, shall maintain, cause to be maintained, place or cause to be placed any vehicle, merchandise, sign, hedge, tree, shrub or other object on private property so as to cause the same to obstruct or unreasonably impair the view of any person doing either of the following:
(1) Legally using the public sidewalk or roadway;
(2) Attempting to legally enter onto a public sidewalk or roadway from private property.
(b) Whoever violates this section shall be guilty of a misdemeanor of the fourth degree. Any such violation shall constitute a separate offense on each successive day continued.
