(a) No unauthorized or unlicensed person shall cause, invite or induce any person to smell or inhale any drug, or any other noxious substance or chemical containing ketones, aldehydes, organic acetates, ether, chlorinated hydrocarbons or any other substances containing solvents releasing toxic vapors, which when inhaled or smelled in excessive quantities cause conditions of intoxication, inebriation, excitement, stupefaction or dulling of the brain or nervous system.

(b) Whoever violates this section is guilty of a misdemeanor of the first degree.
