Sanitary sewers shall be installed as required by standards and specifications as approved by the Council. Where city sanitary sewer is not available for extension into the proposed subdivision, the Council may by ordinance grant a franchise for such sewers to serve all properties in the subdivision where a complete and adequate neighborhood sanitary sewer system and plant are designed in conjunction with the subdivision, and complete plans for the system and plant are submitted for the approval of the Council before construction.
