§ 155.30 FINAL PLAT DATA REQUIRED.
   The owner or subdivider shall submit a final plat together with any necessary supplementary information.
   (A)   Filing. One reproducible copy of a final plat shall be filed with the city, together with 3 additional copies as required for approval by Nicollet County.
   (B)   Contents. The final plat shall contain the following information.
      (1)   Regulations. The final plat prepared for recording purposes shall be prepared in accordance with provisions of Minnesota State Statutes and Nicollet County regulations.
      (2)   Name. Name of subdivision; names shall not duplicate or too closely approximate the name of any existing subdivision. The city retains final authority for selection of subdivision and all street names within the subdivision.
      (3)   Location of parcel. Location by section, township, range, county and state, and including descriptive boundaries of the subdivision, based on an accurate traverse, giving angular and linear dimensions which must mathematically close. The allowable error of closure on any portion of a final plat shall be one foot in 7,500.
      (4)   Monuments and related data. Monuments shall be set at all angle and curve points on the outside boundary lines of the plat and also at all block and lot corners and at all intermediate points on the block and lot lines indicating changes of direction in the lines. The plat shall indicate that all monuments have been set. There shall be shown on the plat all survey and mathematical information and data necessary to locate all monuments and to locate and retrace any and all interior and exterior boundary lines appearing thereon. The outside boundary lines of the plat shall be correctly designated on the plat and shall show bearings on all straight lines, or angles at all angle points, and central angle and radii and arc length for all curves. All distances shall be shown between all monuments as measured to the nearest hundredth of a foot. All quarter section points within the subdivision or on its perimeter shall be located and monuments set pursuant to § 155.07. In situations where conditions prohibit the placing of markers in the locations prescribed above, offset markers will be permitted.
      (5)   Markers. A metal marker shall be set on each lot corner at the time the monuments are placed. Such markers shall not be moved or removed until final inspection has been completed and permission granted by the Building Inspector.
      (6)   Location of lots and similar features. Location of lots, streets, public highways, alleys, parks and other features, with accurate dimensions in feet and decimals of feet, with the length of radii or arcs of all curves, and with all other information necessary to reproduce the plat on the ground. Dimensions shall be shown from all angle points and points of curve to lot lines. Ditto marks shall not be used on the plat for any purpose.
      (7)   Numbered or lettered. Lots shall be numbered clearly. Blocks are to be numbered and should be shown clearly in the center of the block. Outlots shall be designated alphabetically.
      (8)   Outlots for public purposes. Outlots shall be dedicated to the public for purposes of access, erosion control and stormwater management.
      (9)   Streets. The exact locations, widths, and names of all streets to be dedicated.
      (10)    Easements. Location and width of all easements to be dedicated.
      (11)   Boundary lines. Boundary lines and description of boundary lines of any areas other than streets and alleys which are to be dedicated or reserved for public use.
      (12)   Streets; dedication. Statement dedicating all streets, alleys and other public areas not previously dedicated as follows: streets, alleys and other public areas shown on this plat and not heretofore dedicated to public use are so dedicated.
      (13)   Easements; dedication. Statement, dedicating all easements as follows. Easements for installation and maintenance of utilities and drainage facilities are reserved over, under and along the strips marked "utility easements."
      (14)   Other information. Name and address of developer and surveyor making the plat. Scale of plat (the scale to be shown graphically and in feet per inch), date and north point. In any instance where a river, stream, creek, lake or pond constitutes a boundary line within or of the plat, a survey line shall be shown pursuant to Minnesota Statutes.
   (C)   Certifications. Certifications shall be required on final plats as follows.
      (1)   Owner and mortgage holder. Notarized certification by owner, and by any mortgage holder of record, of the adoption of the plat and the dedication of streets and other public areas as shown thereon.
      (2)   Land surveyor. Notarized certification by a registered land surveyor to the effect that the plat represents a survey made by him or her and that monuments, markers, highways and wetlands shown therein exist as located and that all dimensional and geodetic details are correct. Such form shall be as follows:

      (3)   Taxes and special assessments. Certification by the County Auditor that there are no delinquent taxes or special assessments on the platted parcel and transfer of taxes and special assessments shall be made in accordance thereto. Such form shall be as follows:

   (D)   Supplemental documents and information. Additional supplemental documents and information may be requested, including, but not limited to:
      (1)   Street profiles. A complete set of street profiles showing grade lines as constructed.
      (2)   Private restriction. Copies of any private restrictions affecting the subdivision or any part thereof.
   (E)   Compliance review. All final plats submitted to the Planning Commission and Council shall be accompanied by documentation certified by the Secretary of the Planning Commission which indicates the apparent compliance of the plat with the regulations contained herein.
