The owner or subdivider shall prepare and submit a preliminary plat, together with any necessary supplementary information as follows.
(A) Filing. The preliminary plat shall be filed as follows.
(1) Secretary. Five copies of any proposed subdivision shall be filed with the Secretary of the Planning Commission.
(2) Other officials. Under each of the following conditions, one additional copy shall be provided to and transmitted by the Secretary of the Planning Commission to the official referred to herein:
(a) When such land abuts a county highway, the Nicollet County Highway Engineer;
(b) When such land abuts a state trunk highway, the State Highway Commissioner;
(c) When such land abuts a natural lake or waterway, the Department of Natural Resources Commissioner.
(3) Transmittal. Such transmittal shall include advice to the effect that any recommendations for consideration should be received within 15 days after receipt by him or her of such a plat. Final action on such a plat shall not be taken until such written recommendations have been received or until the 15 days have elapsed.
(B) Contents. The preliminary plat shall contain the following information.
(1) Name. Proposed name of subdivision; names shall not duplicate or too closely resemble names of existing subdivisions. The city retains final authority for selection of subdivision and all street names within the subdivision.
(2) Location. Location of boundary lines in relation to a known section, quarter section or quarter-quarter section lines and any adjacent corporate boundaries, comprising a legal description of the property.
(3) Developer, designer. Names and addresses of the developer and the designer making the plat.
(4) Scale. Scale of plat, not less than 1 inch to 100 feet, except in unusual circumstances, written permission may be obtained for use of a smaller scale: date and northpoint.
(5) Existing conditions. Location, width and name of each existing or platted street or other public way, railroad, and utility right-of-way, parks and other public open spaces, and permanent buildings, within and adjacent to the proposed subdivision.
(6) Topography. Topography with contour intervals of not more than 5 feet related to United States Geological Survey datum; also the location of water courses, ravines, bridges, lakes, wooded areas, approximate acreage, and other such features as may be pertinent to subdivision.
(7) Proposed public areas. The location and width of proposed streets, roadways, alleys, pedestrian ways and easements. Location and size of proposed parks, playgrounds, churches, or school sites or other special uses of land to be considered for dedication to public use, or to be reserved by deed of covenant for the use of all property owners in the subdivision and any conditions of such dedication or reservation.
(8) Zoning chapter compliance. Layout, numbers and approximate dimensions of lots and the number or letter of each lot or block. Building setback lines with dimensions. Indication of any lots on which a use other than residential is proposed by the subdivider. The zoning districts, if any, on and adjacent to the tract.
(9) Flood plain management. Sufficient documentation that all provisions of the City Code and other laws relating to the improvement or subdivision of shoreline or designated flood plain areas of land have or will be met.
(10) Protective covenants. Identify and submit any protective covenants affecting the land for which subdivision is proposed.
(11) Other information. Upon request of the Planning Commission, supplementary information shall be submitted; such supplementary information may include the following: two copies of profiles for each proposed streets, showing existing grades and proposed approximate grades and gradients on the center line. The location of proposed culverts and bridges shall also be shown. Vicinity sketch, at a legible scale, to show the relation of the plat to its surroundings.
(C) Filing fee. The preliminary plat shall be accompanied by a fee as established by the Council. Such fees to be used for the expenses of the city in connection with the review, inspection, approval or disapproval of the plat which may thereafter be submitted.
(D) Compliance review. All preliminary plats submitted to the Planning Commission and Council shall be accompanied by sufficient documentation certified by the Secretary of the Planning Commission which indicates the apparent compliance of said plat with the regulations contained herein.
