Any plat hereafter made for each subdivision or each part thereof lying within the jurisdiction of this chapter shall be prepared, presented for approval, and recorded as herein prescribed. The regulations contained herein shall apply to the subdivision of a lot, tract or parcel of land into 2 or more lots, tracts or other subdivision of land for the purpose of sale or of building development, whether immediate or future, including the resubdivision or replatting of land or lots and including condominium floor plans. These regulations shall further apply to any parcel of land being developed upon which includes an existing or future public right-of-way or easement according to the Comprehensive Plan of the city that has not been previously dedicated.
