§ 111.174 LICENSE LIMITATIONS.
   (A)   It shall be a basis for revocation or suspension of the cabaret license as well as the intoxicating liquor on-sale license if a licensee permits any patrons or those providing live entertainment upon the licensed premises to expose specified anatomical areas or to engage in specified sexual activities.
   (B)   For the purposes of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      SPECIFIED ANATOMICAL AREAS. Less than completely and opaquely covered human genitals, pubic region, buttock, anus, or female breast(s) below a point immediately above the top of the areola and human male genitals in a discernibly turgid state, even if completely and opaquely covered.
      SPECIFIED SEXUAL ACTIVITIES. Any presentation which in whole or in part depicts sexual conduct, sexual excitement or sado-masochistic abuse.
      SEXUAL CONDUCT. Human masturbation, sexual intercourse or any touching of the genitals, pubic areas or buttocks of either a male or female or the breasts of a female, whether alone or between members of the same or opposite sex or between humans and animals, done in an act of apparent sexual stimulation or gratification.
      SEXUAL EXCITEMENT. The condition of male or female genitals or the breasts of the female when in a state of sexual stimulation or the sensual experiences of humans engaging in or witnessing sexual conduct or nudity.
      SADO-MASOCHISTIC ABUSE. Flagellation or torture by or upon a person who is nude or clad in under garments, in revealing or bizarre costume or the condition of being fettered, bound or otherwise physically restrained by another.
