Liability insurance is required, providing coverage in an amount no less than that set by this chapter. However, liability insurance is not required for a licensee who at the time of submission of their application for renewal provides to the City Clerk an affidavit and such supporting financial records as may be required by the City Clerk which establish that the sales of wine plus sales of all other alcoholic beverages for the preceding year were less than $10,000.
