(A) In accordance with the authority granted in Chapter 274 of the Laws of 1973, there is hereby established a Contingency Fund for the payment of incidental and promotional expenses of the city incurred in the city’s efforts to promote institutional, residential, commercial and industrial development.
(B) Receipts and disbursements of such Fund shall be made in the same manner as receipts and disbursements from the General Fund of the city.
