The City Council shall serve as the Board of Building Appeals. The Building Inspector, Plumbing Inspector and Construction Inspector shall serve as resources to the Board. The Board shall hear any appeals relating to building construction and conduct such investigations as it deems appropriate in the circumstance. The findings of the Board shall be reduced to writing and given to the appellant and the Building Inspector.
