§ 32.09 PUBLIC WORKS DEPARTMENT.
   The City Administrator may, in his or her discretion, create a Public Works Department. The head of this Department shall be the Public Works Director who shall be the City Administrator or such other person as may be designated by him or her or her. The activities of this Department shall be such as are assigned to it by the City Administrator and may include streets, parks, water, sanitation and engineering. In the event that Departments existing under the City Code are consolidated into the Public Works Department, such consolidation may take place without City Code amendment, provided that the functions remain the same and only the structure and lines of authority are changed.
