A Park Department under the control of the City Administrator is established. The head of this Department shall be known as the Park Superintendent, to be designated by the City Administrator. He or she shall have supervision of all labor and custody of all property used and maintained for the purposes of such Department. It is the duty of the Park Superintendent to file a detailed inventory with the City Administrator of all property used and maintained for said Department, together with its projected needs for the ensuing fiscal year. The Park Superintendent shall also make and file such reports as may be required by the Council.
