A Water Department under the control of the City Administrator is hereby established. The head of this Department shall be known as the Water Superintendent, to be designated by the City Administrator. The Water Superintendent shall have, under the general management and control of the City Administrator, the supervision of the operation and maintenance of all water facilities and of all skilled and unskilled labor required for such Department, and he or she shall be responsible for and have custody of all property of such Department, including water plant and water lines and equipment and crews for the maintenance and operation thereof. It is the duty of the Water Superintendent to file with the City Administrator a report as to all activities of his or her Department during the preceding year, together with any recommendations as to repairs or improvements he or she deems advisable. The Water Superintendent shall also make and file such other reports as may be required by the Council.
