Unless otherwise declared in this chapter with respect to a particular offense, it is a petty misdemeanor for any person to violate any provision of this chapter. However, the following violations shall be considered a misdemeanor:
(A) A violation which is committed in a manner or under circumstances so as to endanger or be likely to endanger any person or property;
(B) A violation which is preceded by 2 or more convictions within the preceding 12 month period. However, this provision shall not apply to parking violations.
