(A) Permanent police force. A Police Department is established. The head of this department shall be known as the Chief of Police, and the number of additional members and employees of the Police Department shall be determined by the Council, by resolution, which may be changed from time to time. The City Administrator shall have, without the approval of the Council, authority to appoint additional members of the Police Department for temporary duty when in his or her judgment an emergency exists for the preservation of life or property. The Chief of Police and all members of the Police Department shall have the duties, powers and authority of police officers generally and shall perform such duties as are required of them by the City Administrator or by law. The Chief of Police shall have general superintendence of the Police Department and custody of all property used and maintained for the purposes of the Department. It is the duty of the Chief of Police to file with the City Administrator a report as to all activities of his or her Department during the previous year. The Chief of Police shall make and file such other reports as may be required by the City Administrator. Employment of all police officers, except the Chief of Police, shall be in accordance with Minnesota Statutes governing the same.
(B) Special police officers. A voluntary group of special police officers is established. The number and qualifications of the members of the Special Police Group shall be determined by the Council with the advice and consent of the Chief of Police and the City Administrator and kept on file in the office of the City Administrator, which qualifications may, from time to time, be altered and revised by the Council.
