§ 90.210 CLASSIFICATION OF PROJECTS.
   Improvement projects or other cost-incurring services which are provided at the expense of the city are divided into 3 classes, as follows.
   (A)   Special charges projects, as follows:
      (1)   Snow, ice, or litter removal from sidewalks or other public property;
      (2)   Grass and weed control on streets, other public property or private property;
      (3)   Removal or elimination of public health or safety hazards from private property;
      (4)   Installation or repair of water service lines;
      (5)   Street sprinkling or other dust treatment of streets;
      (6)   The trimming and care of trees and removal of unsound trees from any public property. The treatment and removal of insect infested or diseased trees on private property;
      (7)   The repair of sidewalks and alleys;
      (8)   The operation of a street lighting system;
      (9)   The operation and maintenance of a fire protection or a pedestrian skyway system;
      (10)   The abatement of a public nuisance as established pursuant to this chapter;
      (11)   Delinquent utility bills.
   (B)   Other local improvements: projects where the cost is assessable against benefitted private property, pursuant to the provisions of M.S. Ch. 429, as it may be amended from time to time.
   (C)   Consent assessment projects: projects or other cost-incurring services which are provided at the expense of the city and where the property owner consents to an assessment against the benefitted property.
