§ 90.195 RIGHT TO A HEARING.
   At any time prior to the expiration of the 30 days after mailing of the notice, the property owner or occupant may submit a written request for a hearing before the City Council concerning the merits of the declaration of public nuisance by the City Administrator. The hearing shall be conducted at a regularly scheduled Council meeting. Notice of the time and date of the hearing shall be mailed to the owner and occupant. At the hearing, the Council shall hear all relevant evidence bearing upon the question and shall make an independent determination of whether the condition constitutes a public nuisance. If the Council rules in favor of the owner or occupant, then all proceedings shall terminate. However, if the Council determines that the condition does constitute a public nuisance, then within 30 days from the date of such determination, the owner or occupant shall abate the public nuisance.
