It is unlawful for any person to own a hazardous building or hazardous property, which is any building or property constituting a fire hazard or hazard to public safety or health because of inadequate maintenance, age, dilapidation, physical damage, unsanitary condition, abandonment, or defective chimneys, electric wiring, gas connections or heating apparatus.
