The prohibition of this section shall not apply to the following circumstances:
(A) A city employee acting within the scope of such employment;
(B) A person acting pursuant to contract with the city;
(C) The owner or occupant of abutting property acting pursuant to special clean-up programs sponsored by the city. However, in such cases, all litter except leaves, large tree limbs or other large objects shall be contained in a proper container.
