The City Administrator is empowered to issue orders to the owners of private property in violation of the provisions of this subchapter. In the event that the work is not performed in accordance with such orders, then the city may take immediate steps to have such condition declared a public nuisance pursuant to the provisions of this chapter. The cost of work incurred by the city shall be assessed to the property owner in accordance with the provisions of this chapter.
