(A) It is the duty of the Inspector to coordinate all activities of the city relating to the control or the prevention of shade tree disease.
(B) The Inspector shall annually inspect public and private property within the city to determine if and to what extent shade trees have become diseased. The Inspector may enter upon private property at any reasonable time for the purposes of carrying out these duties. Before making any inspections on private property, notice shall be given to the occupant as well as the owner of such property in such fashion as is reasonable under the circumstances. Upon finding conditions indicating shade tree disease, the Inspector shall immediately send appropriate samples to the Commissioner of Agriculture for analysis to take such other steps for diagnosis as may be recommended by the Commissioner.
