No fund-raising activities may be conducted in any park, with the following exceptions:
(A) Fund-raising activities conducted by a non-profit organization involving only members of that particular organization;
(B) Persons possessing concession permits issued by the city;
(C) Concessions conducted by city employees or by persons under direct contract with the city to operate a concession; and/or
(D) Community events sponsored or sanctioned by the city.
