It is unlawful for any person to do any of the following:
(A) Injure or disturb any animal or bird which is within a city park except as the city may deem necessary for population control of any species.
(B) Harm the plant life in any park or in any way impair the natural beauty of a park except as part of authorized park construction, reconstruction or maintenance projects;
(C) Permit any dog or cat into a park where animals are prohibited except dogs assisting visually handicapped persons.
