§ 90.025 CURB AND GUTTER, STREET AND SIDEWALK PAINTING OR COLORING.
   It is unlawful for any person to paint, letter, or color any street, sidewalk, or curb and gutter for any purpose, or to utilize colored concrete or other colored surfacing. This restriction shall not apply to city employees or utility employees engaged in the performance of their duties.
