It shall be the intent of the provisions of this chapter to achieve the following objectives:
(A) To establish standards which would permit recycling collection facilities within the city.
(B) To establish standards for the collection and storage of recyclables within the city.
(C) To protect the land and environment (water, soil, landscape, and the like) around recycling collection facilities.
