Review and acceptance by the Superintendent shall be obtained prior to the discharge into the public sewers by any commercial or industrial class customers of sewage whose wastes have:
(A) Either a BOD content greater than 250 milligrams per liter or a COD greater than 500 milligrams per liter;
(B) Suspended solids content greater than 250 milligrams per liter;
(C) Phosphorus content greater than ten milligrams per liter;
(D) Ammonia content greater than 15 milligrams per liter;
(E) Fats, oil, grease (F/O/G) greater than 100 milligrams per liter; or
(F) Other contaminants which from either nature or quantity will:
(1) Interfere with the operation of any portion of the sewage utility;
(2) Pass through the treatment works or otherwise be incompatible with such works; and
(3) Prevent the reclamation and/or recycling of municipal wastewaters and sludge.
