(A) Charges for service stated in § 51.16 of this chapter shall be minimum monthly charges per each user at each pick-up location.
(B) In the event the following provisions of this subchapter apply, the minimum monthly charge to a user for service shall be computed as follows:
(1) For service rendered to the town, the town shall be subject to a minimum monthly charge for each pick-up location; and
(2) In the event a pick-up location provides service to more than one dwelling unit or to a combination of dwelling units and other units, then, in such case, billing shall be for a single user in the manner set out in § 51.16 of this chapter; except that, such minimum monthly charge shall not be less than the multiple of the dwelling units and other units times the minimum monthly charge of $12 for each dwelling unit and other units served by the pick-up location.
