Because of the danger to health from vermin and insects, the danger to children attracted by them and the environmental pollution created by their presence, junk motor vehicles are declared to be a nuisance, except in lawfully operated salvage yards or yards lawfully operated for vehicles awaiting permission for junking from the Bureau of Motor Vehicles.
