For purposes of communication with the education of the affected public, the Town Marshal may suspend the effective enforcement date of this subchapter for a determinate period of not exceeding three months after publication of this subchapter and, in the interim, before the imposition of civil penalties for violations, authorize issuance of warnings of violation.
