1. The Board shall hold at least one regular meeting during each calendar quarter, the time and place to be determined by its rules.

2. The Chairperson, Vice Chair, or any three members of the Board may call a special meeting in accordance with the open meeting laws of the State. The call for special meetings shall include an agenda and only matters included in that agenda may be discussed at the meeting.
3. A quorum of the Board shall consist of three members. Passage of any recommendation or other measure requires an affirmative vote of not less than three Board members.
4. The Board may adopt, amend, or rescind such rules as it may deem necessary for the conducting of its business and to carry out its duties and purposes.
5. The Board shall submit minutes of any meeting to the City Clerk within a reasonable time after the meeting, but the submission shall be prior to the next regularly scheduled Council meeting following such Board meeting.
