1. The Commission shall recommend and review policies, rules, regulations, ordinances, and budgets relating to parks and playgrounds of the City and make such reports to the Council as the Commission deems in the public interest. The Commission shall annually transmit to the Council a report of its activities and recommendations for the development and operation of parks, recreation centers, playgrounds, and programs.
2. The Commission shall exercise broad responsibility for the development of parks, recreation centers, and playgrounds for the City. The Commission is authorized to create and appoint advisory groups to make studies and to disseminate information on all of its activities. Such groups shall serve without compensation. The Commission shall plan for the general beauty of the City and its approaches.
3. The Commission shall be responsible for integrating its program with other governmental agencies, including but not limited to the City, the community school district, Johnson County, and other surrounding municipal units.
