Golf carts, as defined in this chapter, may be used in support of special events sponsored or permitted by the City. The following provisions apply to use of golf carts for this limited purpose:
1. Golf carts shall not be operated upon Interstate 380, Highway 965, Dubuque Street, or any part of Penn Street west of Front Street. However, golf carts may cross said streets except Interstate 380.
2. No golf cart shall be operated while under the influence of alcoholic beverages, narcotics or habit forming drugs.
3. No person shall operate a golf cart in a careless, reckless or negligent manner endangering the person or property of another or causing injury or damage to same.
4. No golf cart shall carry more passengers than golf cart is designed for.
5. No one under the age of six (6) years old shall be a passenger at any time.
6. Golf carts used shall be equipped with a bicycle safety flag, the bottom of which shall be above the top of the golf cart, and adequate brakes.
7. Operators shall be at least 18 years of age and possesses a valid Iowa driver's license.
8. Operators and passengers shall comply with any other conditions established by the City for any specific event, including but not limited to display of a temporary permit, which conditions shall be set forth in writing from the City Administrator or designee.
