When the City Administrator determines that any land-disturbing activity regulated by this chapter is being performed in a manner contrary to the provisions of this chapter, the City Administrator is authorized to issue a stop work order.
1. The stop work order shall be in writing and shall be served upon the owner of the site, responsible person, or to the person violating the requirements of this chapter. The stop work order shall state the reason for the order and the conditions to be corrected prior to the lifting of the stop work order.
2. Any person who continues any work after having been served a stop work order, except such work as that person is ordered to perform to remove a violation or unsafe condition, shall be a violation of this chapter.
