Application for new access or modification of an old access shall be made to the City Clerk and also to the Iowa Department of Transportation. Said application shall set forth the nature of the request and sufficient details should be furnished with the access, so that the City will be able to ascertain the need for the change, as well as the specific location. An application shall be jointly made to the Iowa Department of Transportation, for their review. Upon the filing of the application with the Clerk, the same shall be submitted to the Council for review by the City Engineer and the City Attorney, prior to the Council making a decision on the merits of the application. No application for a new access or a modification of an access will be approved unless both the representatives of the Iowa Department of Transportation and the City approve the same.
