Franchisee shall pay to the City a franchise fee of five percent of gross annual revenues or the maximum amount permitted by law, whichever is higher, during the period of its operation under the Franchise, pursuant to the provisions of Chapter 115. Any increase in the franchise fee shall be implemented as soon as practicable, but no longer than forty-five (45) days.
