When any private well or water system is no longer being used, either because of the quality of the water or because all individuals have connected to the City water system, the owner of the property on which the well or water system is located shall cause all service mains to be cut off from the well and the well itself abandoned in such a manner as to preclude its use, all according to the standards and guidelines under the laws and regulations of the Iowa Department of Natural Resources.
