The owner of any well existing at the time of the adoption of the ordinance codified in this chapter is required to have the well registered with the City Clerk. The registration shall set forth the location of the well, the property owner who owns the well, and the number of individuals and description of properties that are using the well. Owners of existing private wells or water systems in the City must apply for and be granted a private well permit.
