All water service pipes and their connections to the water system must be inspected and approved in writing by the Building Official before they are covered, and the Building Official shall keep a record of such approvals. Every person who uses or intends to use the municipal water system shall permit the Building Official to enter the premises to inspect when appropriate or necessary, in the discretion of the Building Official.
